2017 – 2018 Junior Rules

BAWP Junior Rules for the season 2017 / 2018
Version 1 – 01.10.2017

GENERAL RULES APPLICABLE TO ALL JUNIOR TEAMS:

1. General Baseball Rules Apply to all Leagues

2. Time Limit games. No new innings to start 15 minutes before start of a
later game.
a) This rule does not apply if there is no late game as it is in place to give the
players of the late game a chance to get onto the infield.
b) The operative word is START, not finish. If it is not 15 minutes before the
late game according to the official time keeper of the game (not the
coaches), a new innings must start.

3. Girls may play an age group down from their biological age and can play in
any position. However only for the period of 1 year. They are not considered
as over age players as this is their league.

4. Any junior player who has played the position of catcher in two (2) or more
innings in a game is not eligible to pitch on that calendar day. A pitcher cannot
become a catcher. A player may not pitch and catch in the same game under
any circumstance.

5. Overage players:
a) No over age player can play in the U18 league as they are senior players.
b) Written permission must be obtained from BAWP before an overage player
may take the field (Males only).
c) Under developed, mentally impaired or handicapped players may remain
one (1) year down however written permission must be obtained from
BAWP but will thereby not be eligible for Regional/Provincial/National
selection. These will be considered on a case by case basis
d) Over age players may only play in the outfield.
e) Over age players can only bat no 8 or 9.
f) Over age players CANNOT play ahead of a legitimate aged player.
g) In the case where a club has 2 teams in an age group, the overage player
can only play in the “B” team.

6. Pitch counts are in place on all age groups. The point of the pitch count is to
manage the arms of our young pitchers and encourage development of more
pitchers.
a) Pitchers can finish the batter they are facing when the reach their count but
may not pitch to a new batter.
b) NOT TO BE USED AS A MEANS TO WIN A GAME BY DEFAULT.
TOTALS TO BE AGREED TO AT THE END OF EACH HALF INNINGS &
THE UMPIRE TO BE INFORMED WITH 5 PITCHES TO GO.
Please note the following penalties for going over the pitch count
Step 1
Should the pitcher not be removed by the coach after being notified by the
opposing coach and or umpire, then the coach will be ejected and the
pitcher moved to another position or substituted.
Step 2
Should it be deemed by BAWP that this is becoming a regular occurrence
by an individual, coach or club, the relevant head coach will face
disciplinary action!

7. A side may take the field with a minimum of 7 players to constitute a legal
game. Both the missing 8th and 9th players will count as an out in the batting
order.

8. If the game starts late, it must finish at the proscribed time regardless of the
fact that it started late. This rule only becomes void should there be no later
game to follow.

9. Postponements and late arrival:
a) No postponements will be considered.
b) Any team that fails to take to the field within 15min of the scheduled start
time shall forfeit the said game.
c) Points are shared for all games effected by the weather. No
postponements of any junior fixtures.
d) Any team which fails to arrive for a fixture without notifying BAWP or the
opposition of their unavailability, shall be liable for a fine of R 200 as per
the BAWP bye-laws. Any cancellation of junior matches must be
communicated in writing 24 hours prior to the fixture.

10. Team Returns
a) Each team has to purchase a Line up book. One page for the scorers, one
for the opposition with original staying in the book.
b) The final result will be recorded in the book and the umpire will sign the
book.
c) No dispute will be entertained without a proper team return.

11. Registration
a) No player may take the field if they are not registered with BAWP. Penalty
for non-compliance is forfeiture
b) Players who transfer from one club to another must have a clearance from
the former club before taking the field. Non-compliance will result in
forfeiture of the fixture.

12. Results
Results have to be submitted by both teams by sending a WhatsApp image of
the signed line-up sheet in the age-appropriate group. No disputes will be
entertained if not backed up by a signed line-up and score sheet.

13. Age Groups.
Each Major League Club and Promotion League Club must field at least 4 out
of the 5 age groups of which it must have a U10 and U12 team.

14. The proposed Junior Time Allocations:
U10 Start Time 08.15am End Time 09.45am Last Inning 09.30am
U12 Start Time 10.30am End Time 12.15pm Last Inning 12.00pm
U15 Start Time 08.15am End Time 10.15am Last Inning 10.00am
U18 Start Time 10.00am End Time 12.15pm Last Inning 12.00pm

15. Extra Safety Measures
a) No Head first sliding is allowed. Runner to be called out
b) No barging of catchers at home plate is allowed. Runner and coach to be
warned and runner to be called out
c) All coaches to wear club baseball attire. No jeans, no flip flops, no shorts.
d) No DH allowed for the Pee wee, U10, U12 and U15 age groups.


• Will follow Club vs Club. When playing an opponent that does not have a Pee
Wee team, the club should seek to play a friendly.
• 3 Meter foul ball circle to be marked and applied.
• Play format will be all 9 batters.
• No bunting
• Infielders must stand on the outside of the diamond until the ball has been hit
• Soft touch baseballs to be used.


• Each Major League team must have a team in this league.
• Games will follow the club vs club as far as possible as set out in junior
fixtures.
• 3 meter foul ball circle to be marked and applied
• Play format will consist of all 9 batters, 3 up 3 down. Batting lineup to continue
with next batter when offensive team comes in to bat again.
• No Bunting is allowed
• No fielding inside the diamond until the ball is batted.
• Hard ball is to be used for all games unless agreed between clubs that soft
touch can be used. Any dispute between clubs the game will fall upon default
rule and hard ball will be used.

U12 – ML Club League
• Each Major League team must have a team in this league subject to general
junior rule 13.
• All games to follow. Club vs Club as far as possible as set out in the junior
fixtures.
• The 5 run rule applies to this league; 5th run ends the innings.
• Players are allowed to steal bases, leads are allowed.
• Dropped 3rd strike applies in this league.
• 3 up 3 down rule applied.
• Hard Ball to be used.
• The bat shall be made of wood or of other materials as it complies with the
WBSC Baseball Division specifications as written in this rule.
o It shall be a smooth, rounded stick with a constant radius at any point.
o There must be a direct line from the center of the knob to the center of
the large end.
o The knob and the end plug, if any, must be firmly attached.
o The bat shall not be more than 33 inches (83.82 cm) of length.
o The diameter of a bat shall not be more than 2 5/8 inches, nor less than
2 1/4 inches.
o The bat should be labeled with a BPF (Bat Performance Factor) of 1,15
or less, if it is not made of solid wood. If the label is not legible, the bat
cannot be used and shall be removed from the game.

• Each Major league team must have a team in this league subject to general
junior rule 13.
• All games to follow Club vs Club as far as possible as set out in the junior
fixtures.
• The 5 run rule applies to this league; 5th run ends the innings.
• Players are allowed to steal bases, leads are allowed.
• Dropped 3rd strike applies in this league.

• Each Major league team must have a team in this league subject to general
junior rule 13.
• All games to be played according to fixtures.
• The 5 run rule applies to this league; 5th run ends the innings.
• Players are allowed to steal bases, leads are allowed.
• Dropped 3rd strike applies in this league.
• Wooden bats preferred league.
• DH rule is allowed.
